BREAKING: Russia Suspends Anti-Dumping Duties on TiO₂ – A Golden Window for Chinese Exporters?

On August 11, 2026, the Eurasian Economic Commission (EEC) officially initiated a changed-circumstances review investigation into titanium dioxide (TiO₂) originating in China, simultaneously suspending the collection of existing anti-dumping duties for the duration of the investigation .

Why the sudden change? The sole TiO₂ producer within the EAEU – “Titanium Investments” in Crimea – has temporarily halted production due to technical issues . With no domestic supply to protect, the rationale for maintaining these duties has temporarily vanished.
